Monitoring and Evaluation Consultant

Terms of Reference

JOSA, a Jordanian organization committed to open-source technology for social impact, is seeking a consultant to support the Monitoring and Evaluation of one of our key programs focused on technology, education, and community building.

The consultant will develop and implement a comprehensive Monitoring and Evaluation (M&E) framework, including activities, tools, and guidelines to assess program impact. They will conduct annual evaluations, document lessons learned, and create detailed reports on progress, indicators, KPIs, outputs, and outcomes in alignment with donor requirements.

These terms apply to a one-year consultation contract.

QUALIFICATIONS

• Previous proven experience in monitoring and evaluating projects related to education, technology or community building, in Jordan or the region.
• At least two (2) years of experience in monitoring and evaluation, results based management.
• Strong written and verbal communication skills in Arabic and English.
• Self-motivated, highly responsible, punctual, flexible, culturally sensitive.
• Ability to work both independently and as part of a team.

TASKS & RESPONSIBILITIES

• Develop Monitoring and Evaluation Framework and Plan.
• Develop monitoring and evaluations activities and tools, such as questionnaire, pre- and post-assessment, etc. 
• Implement the M&E framework, guidelines and other tools.
• Conduct annual evaluation of completed activities and end of project evaluation, and develop a detailed report of  lessons learned and upcoming year’s plan.
• Develop monthly and annually progress reports and activity completion reports, reporting several areas, such as, M&E plan, activities indicators, KPIs, Outputs, and Outcomes, in alignment with donor’s requirements.
• Support management in proposal development, including SMART indicators, Logframe, M&E plan, Implementation schedule, etc. 
• Establish an internal M&E manual and guideline.
• Support external Monitoring and Evaluation Selection and Process.
