Terms of Reference (ToR)

Description

JOSA is the Jordanian not-for-profit working for the promotion of open technologies and the defence of technology users in Jordan. We believe that strong technical and legal guarantees should be in place to protect technology users, in the fields of privacy and digital safety.

The Research Consultant will be responsible for developing a detailed literature and practice review on Technology Facilitated Gender Based Violence in Jordan. Additionally, the researcher will be preparing a detailed study on one of the literature review main findings. Below main deliverables: 

Objective 1:

1. Prepare a list of all existing technology facilitated gender based violence papers in Jordan.
2. Support JOSA team in preparing a visual overview “Connected-papers”.
3. Develop a detailed literature and practice review, with a list of identified gaps and recommendations.
4. Deliver an internal session to present the literature and practice review findings.

Objective 2:

1. Develop a detailed methodology.
2. Develop a detailed study paper that encapsulates all the findings and discussions.
3. Deliver an internal session and external one, to present the literature and practice review and the study findings.

The tasks and duties of the Legal Research Consultant include:

TASKS & RESPONSIBILITIES

Desk Research

• Build a detailed methodology of the technology facilitated gender based violence for the 1- literature and practice review and 2- TFGBV study.
• Conduct a desk research on “literature and practice review” in Jordan. 
• Conduct a comparison between TFGBV on a National level and Global/UN level.
• Collaborate and provide guidance to team members, where applicable and if needed.
• Support JOSA team in preparing a visual overview“Connected-papers” to understand the connection and relationship between identified sources.
• Develop a literature and practice review document and that focuses on TFGBV in Jordan and a list of gaps and recommendations.
• Develop a detailed study that focuses on TFGBV literature and practice review in Jordan findings, with a list of gaps and recommendations.

Field Work

• Provide support in developing a set of leading question, focusing on technology facilitated gender based violence and civil society organisations, for FGDs and KIIs.
• Provide support in conducting at least 6 FGDs and 10 KIIS, in Jodan (North, center, and south) with key stakeholders and CSOs. 
• Conduct a detailed analysis of the FGDs and KIIs, and mapout the findings, gaps, and develop a set of recommendations. 

Workshop and Presentation

• Collaborate with relevant team members in preparing workshop material.
• Conduct an internal workshop presenting the literature and practice review to funder and partners.
• Conduct an external workshop presenting the literature and practice review and study findings to relevant stakeholders, including CSOs, INGOs, and governmental entities.

Documentation and Reporting

• Develop and maintain proper documentation, including templates, references and relevant documents.
• Prepare an activity completion report, including general information, key findings, recommendations, references, and supporting documents.

REPORTING

The QA Consultant reports to the Program Coordinator.
